India’s Institutions of Eminence (IoEs) can now set up campuses outside India


The University Grants Commission (UGC) has authorised the Institutions of Eminence (IoEs) to set up offshore campuses as part of the UGC (Institutions of Eminence Considered to be Universities) Legislation of 2021. The IoEs will now be able to set up campuses outside India.


The institutes would be expected to receive no-objection certificates from the Ministry of International Affairs and the Ministry of Home Affairs. The institutes would have to enrol at least five hundred students in the daily classroom, offer at least five PG programmes and research programmes in order to be able to set up an off-shore campus. “The Institutions of excellence considered to be universities shall apply their application to the Ministry by means of an affidavit in the specified manner, along with a comprehensive project report (DPR) comprising its 10-year strategic vision plan and a five-year rolling implementation plan. Academic plan, Faculty Recruiting Plan, Student Intake Plan, Study Plan, Infrastructure Growth .


The amendments also allow the IOEs to set up new off-campus centres with a limit of three every five years and no more than one in the academic year.
